Forensic Video Technician

Position: (1) Forensic Video Technician, Forensic Video Unit, Technological Crime Section

Status: (1) Permanent, Full Time

Salary: $62,354 (Starting) to $83,840 (at 30 months)                                  

Position Summary:  
The Video Technician provides support to the London Police Service (LPS) by preserving, extracting, and providing guidance to investigators on digital multimedia evidence (DME) while ensuring the integrity, authenticity, and continuity of DME.

Responsibilities Service on Description

• Attend crime scenes to preserve and extract digital media evidence (DME) at the request of various units within the London Police Service (LPS).
• Monitor and review Forensic Video Unit (FVU) workflow queue and fulfill requests for service while being mindful of retention timelines.
• Collect and seize DME of investigations including defined major cases (e.g., homicide, sexual assault, abduction, criminal harassment, suspicious deaths, found human remains, suspicious missing persons, etc.) from multiple sources.
• Liaise with investigators to provide guidance relating to DME collection, canvassing efforts, and methods of extraction.
• Assess and extract DME from a range of platforms (e.g., DVR, NVR, PC, Cloud based, mobile device, etc.) to determine videos of interest and best methods of recovery.
• Apply principles of the Law Enforcement and Emergency Service Video Association (LEVA) and the Canada Evidence Act to work performed.
• Remove internal hard drives from DVR/NVR/PC systems to archive DME.
• Maintain detailed duty book notations to document evidence continuity.
• Document involvement in cases via duty notations and written occurrence reports.
• Provide technical assistance to members of the service, justice partners, and members of the public with troubleshooting, training, and guidance on hardware and software issues relating to video and audio.
• Maintain, install, troubleshoot, and upgrade FVU software, hardware, and technical equipment.
• Analyze and convert proprietary DME utilizing forensic software to provide an open viewable format, while maintaining the authenticity of DME.
• Review evidentiary videos and prepare content for court and investigations.
• Attend court when required to provide court testimony regarding DME.
• Redact video and audio utilizing forensic software, with intent to screen sensitive content, identities, and/or unrelated entities to protect safety and confidentiality.
• Utilize LPS surveillance systems to assess and disclose Headquarters Detention Unit (HQDU) cell book-in video and interior/exterior video.
• Other duties as assigned within the core competencies

• 2-year Diploma in Audio Visual Arts / Multimedia / Television Broadcasting / Information Technology, or a related field, or equivalent.
• 1-2 years’ experience in broadcasting, multimedia editing, PC support, or a related field.
• Acquire and maintain LEVA Certification (provided on-the-job).
• Valid Class G Driver’s License.
• Strong problem-solving skills and judgement required for problems or situations that deviate from straight-forward procedures on a regular basis; to operate and maintain several specific pieces of equipment; and/or assisting with mechanical breakdowns that require specific training/judgement to assess and execute repairs.
• Strong communication skills for regular contact throughout organization and with members of the public to give, obtain and/or exchange, and/or discuss technical information or decisions requiring discussion or explanation to ensure full understanding, with tact, self-control, and persuasiveness.
